Previous pet licensing efforts in Clive, Urbandale, and West Des Moines yielded only about an 8 percent compliance rate. This made it very difficult to ensure that pets in our communities were being vaccinated and also made it very hard to identify and return lost pets to their owners. Additionally, animals found running at large in Clive and Urbandale were dealt with by uniform police officers and if necessary transported to West Des Moines for placement in their animal shelter.
The animal shelter in West Des Moines that is utilized by all three cities was built in the 1980's to serve a community of about 20,000. We are now trying to serve a combined population of more than 116,000 with this same shelter. To address these issues, Clive, Urbandale, and West Des Moines formed a partnership called "WestPet". WestPet is the western suburb's resource for all dog and cat licensing.
Since its inception in 2012, WestPet has successfully increased licensing compliance by nearly 400%, which is helping to ensure that our pet population is vaccinated and that city officials have the resources to put lost pets back in their respective homes! By increasing license compliance, we have made more funds available for trained and dedicated animal control officers in all three communities, and are developing solutions to ensure shelter facilities are safe, comfortable, and of adequate size to serve the entire WestPet partnership.
